THIS POSITION IS CONTINGENT UPON CONTRACT AWARDThe Work:
As the Facility Operations and Maintenance (O&M) Program Manager for a major Federal program at Camp Humphreys, South Korea, you are the single point of accountability for on-site execution of the contract. You be responsible for day-to-day program management, including operational decision-making, staffing execution, subcontractor oversight, compliance, safety, quality, and financial performance in accordance with contract requirements.
In this role, you serve as Chinook's senior on-site representative, interfacing directly with the client and other stakeholders. You are empowered to make timely execution decisions to ensure uninterrupted mission support, contract compliance, and risk mitigation in a 24/7, mission-critical environment.
You will collaborate with Chinook's Design-Build / Operations Line of Business Manager and other HQ-based leadership, who will provide strategic guidance, enterprise resources, and escalation support.
This position is located ON-SITE with our customer at Camp Humphreys, South Korea.
Key Responsibilities:
- Direct all on-site operations , facilities upgrade projects, and maintenance activities.
- Create and oversee staffing plans, shift coverage, and subcontractor tasking.
- Enforce safety, security, and quality control requirements.
- Manage day-to-day financial performance for awarded projects on site.
- Direct corrective actions and risk mitigation measures.
- Maintain on-site authority while working with the Line of Business Manager and HQ leadership who will provide corporate oversight, resources, and strategic support, and ensure that you are able to maintain the timely on-site decision-making required for mission success.
- Serve as Chinook's primary on-site representative to the Government, including the KO (Contracting Officer), COR (Contracting Officer Representative), DPW (Directorate of Public Works), and other stakeholders.
- Direct all on-site O&M activities to ensure uninterrupted mission support and contract compliance.
- Lead and manage multidisciplinary teams in a mission-critical, overseas environment.
- Exercise authority over on-site staffing, including hiring coordination, shift coverage, performance management, and retention, in coordination with HR and Recruiting.
- Ensure all personnel complete required training and comply with security protocols.
- Direct, monitor, and enforce subcontractor performance, including tasking, compliance, corrective actions, and escalation.
- Coordinate subcontractor activities to ensure alignment with contract requirements, schedules, and quality standards.
- Maintain day-to-day responsibility for program financial performance, including labor utilization, subcontractor costs, and operational efficiency.
- Ensure full compliance with EM-385-1-1, OSHA, UFC/UFGS, and all applicable safety and quality requirements.
- Oversee Quality Control programs and ensure timely resolution of deficiencies.
- Prepare and deliver authoritative briefings and reports to Government stakeholders on contract performance, risk posture, and corrective actions.
- Lead progress meetings, prepare agendas, and ensure meeting minutes are delivered within contractual deadlines.
- Provide technical leadership across O&M disciplines, including HVAC, BAS, CMMS, and integrated building systems.
- Participate in process improvement, methodology development, and lessons-learned initiatives.
- Stay informed on Federal regulations, construction delivery methods, and industry best practices.
- Perform other duties as assigned.
Minimum Qualifications:
- Must have a Bachelor's degree in engineering or related field and at least 10 years of directly related experience. A High School Diploma and an additional 5 years of relevant experience may be considered in lieu of a degree.
- Requires at least 6 years of experience managing people.
- Must have experience in MEP (Mechanical / Electrical / Plumbing) project management, field engineering, service management, senior commissioning, or similar roles.
- Requires at least 2 years of experience in Commercial HVAC and BAS controls maintenance and installation; Quality Control program management; CMMS program management.
- Must have OSHA 10 and OSHA 30 certifications.
- Requires strong working knowledge of Federal building codes and standards (ANSI, ICC, UFC/UFGS, UL).
- Must have a strong understanding of OSHA 1926 and EM-385-1-1 requirements.
- Must be proficient with the Microsoft Office Suite (Excel, Word, Outlook, MS Project, PowerPoint).
- Requires a Valid State Issued Driver's License and the ability to travel to various work sites.
- Must have a valid U.S. Passport.
Citizenship/Clearance Requirements:
- Must be a U.S. Citizen with an active Top Secret clearance and SCI eligibility due to our customer requirements and the nature of the work that we do.
Preferred Qualifications:
- Experience supporting Federal Government programs overseas.
- USACE / NAVFAC Construction Quality Management for Contractors (CQM-C).
- PMP, CCM, or equivalent certifications.
- NFPA 70E trained.
- Experience working with the Federal Government.
Physical Considerations:
- Ability to walk active project sites, climb stairs and ladders, and work in varied environments.
- Ability to lift up to 25 lbs. and wear required PPE.
- Ability to work indoors and outdoors in varying weather conditions and confined spaces.
