Senior Strategic Sourcing Analyst
DEPARTMENT OF PROCUREMENT SERVICES
Number of Positions: 2
(Additional vacancies possible pending budget approval)
Starting Salary: $89,112

ESSENTIAL DUTIES
• Identifies, evaluates, and optimizes supplier relationships and sourcing strategies to reduce costs, mitigate operational risk, and improve supplier performance across the procurement lifecycle.
• Researches the market for goods/services requested, including identifying alternative suppliers
• Reviews sourcing categories to determine if bundling or unbundling agreements would benefit City procurements without compromising quality
• Conducts spend analysis and category management by consolidating spend data, segmenting suppliers by category, and recommending sourcing strategies (i.e., competitive bid, strategic partnership, etc.)
• Evaluates citywide procurement to identify opportunities to consolidate agreements based upon each department's specific requirements
• Develops scorecards for supplier performance and contract support to track KPI's, support negotiations, and assist in structuring contract terms and service level agreements (SLA's)
• Conducts supplier evaluations to assess and select suppliers based on a variety of factors that align with the City's strategic sourcing plan
• Works closely with Procurement Research Specialists, Procurement Specification Writers, and user departments to assist in the preparation of RFPs, RFQs, specification documents and scopes of work
• Monitors and tracks supplier performance and recommends corrective action plans for performance failures
• Conducts cost modeling and savings validation by building total cost of ownership models to quantify realized and forecasted cost savings
• Demonstrates insight and understanding of component cost drivers to develop negotiation strategies
• Develops, prepares, and maintains solicitation documentation
• Stays abreast market trends, market drivers, economic forecasts, supplier base, and competitive intelligence
Additional duties may be required for this position
Location: 121 N LaSalle, 8 th floor
Days: Monday - Friday
Hours: 8:30 am - 4:30 pm

Qualifications
MINIMUM QUALIFICATIONS
• Eight (8) years of work experience in strategic sourcing, category management, or conducting spend analysis, OR
• Graduation from an accredited college with an Associate's degree, plus six (6) years of work experience in strategic sourcing, category management, or conducting spend analysis, OR
• Graduation from an accredited college or university with a Bachelor's degree, plus four (4) years of work experience in strategic sourcing, category management, or conducting spend analysis, OR
• Graduation from an accredited college or university with a Master's degree or higher, plus three (3) years of work experience in strategic sourcing, category management, or conducting spend analysis
