SUMMARY:
Under general direction, implements and sustains the Company's interconnection process and renewable energy certificate (REC) program with an emphasis on customer centricity. Accountable for programming changes, metric reporting, forecasting, national trends and participating in strategic policy discussions. Serves as point of contact for customers and contractors and supports interconnection projects and assures policies and requirements are satisfied. Cultivates relationships with local, state, and federal agencies. Manages the internal and external flow of information and communications regarding the interconnection and REC programs issues and activities. Administers dashboards and reports of program statistics for multiple groups and organizations. Shall not only be familiar with the processing aspect of the program but should also have the capabilities to effectively complete technical screening for interconnection processes. This will require the candidate to occasionally be around energized equipment and the ability to properly operate testing equipment. Shall have the technical ability to assist contractors and customers with technical issues. Ability to understand and enforce the PRC Rules, PNM Interconnection Standards, New Mexico Interconnection Manual and the technical impacts of the interconnection screening process and the knowledge to identify any safety or reliability issues. Ability to discuss technical issues and articulate to any audience.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Act as the Program Manager for the Customer Interconnection program driving for optimum customer experience and ensuring compliance with all regulatory requirements; manages the end-to-end application process and metric reporting
Acts as Project Manager for customer interconnection applications and REC program applications simultaneously and facilitates the approval process, involving many departments
Acts as the technical and business liaison between applicants or applicants contractors, and all internal departments at PNM
Acts as technical and business leader for Customer Interconnection Department
Reviews, tracks, reports and forecasts interconnection applications for compliance with PNM's interconnection and safety standards, PV REC Purchase Program requirements, and NMPRC rules
Guides Customer Interconnection Department and applicants on completing, changing, and/or correcting application forms, account information, and other application information.
Manages and reports interconnection and contract execution and provides system interconnection notification to multiple departments
Determines if the type of electrical equipment proposed by an installer (such as a transfer switch) complies with PNM requirements and has the proper UL listing, travels to customer sites and meets installers or homeowners as necessary
Performs technical screening utilizing modeling software
Performs or guides the Metering Department or witnesses anti-islanding tests and verifies that installations are constructed as depicted in the application, display PNM signage, and meet all Company requirements
Recommends new net metering, interconnection and Small PV REC Purchase Program policies when issues arise and there is not an established process or policy
Acts as the business and technical lead for NMPRC cases and filings on interconnection, NMPRC approved PV programs, and NMPRC rules. Responsible for managing NMPRC complaints and customer resolutions.
Provides guidance to PNM Metering Department concerning net and REC metering requirements and ensures proper wiring of net metering facilities and REC meter enclosures
Determines feasibility and incremental costs for alternative metering arrangements, tracks net metering and REC program applications, and provides status reports to internal and external stakeholders
Provides technical support and training to new and existing contractors on the Company¿s interconnection and program requirements
Provides technical analysis to support the Billing Department in resolving meter read and billing errors for both the net metering, interconnection and REC purchase programs
Oversees the development and implementation of sales, communication, marketing plans, and makes presentations to the public at various events to promote the Company¿s Interconnection programs
COMPETENCIES:
In depth knowledge of the interconnection application process, PNM standards, and PNM distribution system and equipment.
In depth knowledge of engineering codes, internal Company engineering standards, policies, procedures, and practices relevant to providing interconnection services to program participants
General understanding of the applicable Company and Public Utility Commission rules, regulations, policies, procedures, and rates. Understanding of program processing and capable of effectively completing the small and large technical screening and interconnection processes
Ability to perform logic programming
Technical ability to assist contractors and customers with technical issues.
Ability to understand the New Mexico Interconnection Manual and the technical impacts of screening process and the knowledge to identify any safety or reliability issues.
Ability to discuss technical issues and articulate to any audience.
Ability to maintain positive and productive working relationships with various and diverse employees, customers, and others
Ability to meeting deadlines with regulators and intervening interests in regulatory proceedings
Advanced portfolio management skills, Excel skills (including formulas and pivot tables) and SharePoint knowledge
Ability to communicate, supervise, delegate, prioritize, schedule, and complete work
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelors of Science degree in Electrical Engineering from four-year college or university with five to seven years of related experience, or equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess current, legally valid driver¿s license and meet the Company¿s driving record requirements.
COMMUNICATION SKILLS:
Ability to clearly, concisely, and effectively communicate technical, conceptual, and administrative information both internally and externally to the Company
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Advanced negotiation skills and ability to gain concessions without damaging relationships
Ability to speak effectively and answer questions from various groups
COMPUTER SKILLS:
Ability to perform logic programming
PowerClerk knowledge, programming preferred
Advanced knowledge of personal computers
Advanced knowledge of spreadsheet software, database software, word processing software and SharePoint
Proficient in Banner and ArcFM
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to apply creativity to problem solving and utilize analytic skills and capabilities to provide ongoing insight into the business and to make recommendations and decisions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to be creative and innovative when finding solutions.

Ability to make sound engineering and marketing decisions. Ability to utilize data to take educated and calculated risks to achieve positive results.
PHYSICAL DEMANDS:
Regularly required to sit up to 2/3 of the time. Must occasionally lift and/or move up to 25 pounds. May be required to travel. Ability to occasionally be around energized equipment and the ability to properly operate testing equipment. May be responsible for testing and interconnecting systems.
WORK ENVIRONMENT:
Office and field environment.
