Health Research, Inc. (HRI) is a not-for-profit organization dedicated to building a healthier future for New York State and beyond through its partnership with the New York State Department of Health (NYSDOH). HRI supports public health research and helps translate scientific discoveries into real-world products and technologies by protecting, managing, licensing, and commercializing intellectual property developed through NYSDOH research.

HRI is seeking a Manager, Technology Transfer and Intellectual Property to lead technology transfer, licensing, and intellectual property efforts for NYSDOH innovations. This is an exciting opportunity to work at the intersection of public health, scientific research, intellectual property, and commercialization while helping bring discoveries from the laboratory to the marketplace.

The incumbent will collaborate with researchers, institutional leadership, industry partners, and outside counsel to evaluate inventions, manage intellectual property portfolios, negotiate research and licensing agreements, support commercialization initiatives, and cultivate strategic partnerships. The incumbent will also provide guidance on federal regulations, sponsor requirements, technology transfer best practices, and research agreements to promote compliance and mitigate organizational risk.

This position is ideal for professionals with experience in technology transfer, intellectual property, research administration, licensing, commercialization, sponsored research, research contracting, or related fields who are passionate about translating scientific innovation into meaningful public health impact.

Requirements

Minimum Qualifications

Bachelor's degree in law, life sciences, engineering, business, public administration or a related field and six years of experience in technology transfer, research administration, sponsored programs, industry-sponsored research, research contracting, and/or related research partnership activities; OR an Associate's degree in a related field and eight years of such experience; or ten years of such experience. A Master's degree in a related field may substitute one year of such experience. A doctorate in a related field may substitute for three years of such experience.

Preferred Qualifications

• Juris Doctor (J.D.) or other advanced degree in law, science, engineering, business, public health, or a related field.
• Experience negotiating sponsored research agreements, material transfer agreements, data use agreements, confidentiality agreements, license agreements, and other research-related contracts.
• Experience administering federally funded research programs and interpreting sponsor terms and conditions, including NIH, CDC, NSF, and other federal agencies.
• Familiarity with the Bayh-Dole Act and federal technology transfer requirements.
• Demonstrated knowledge of intellectual property law, including patents, trademarks, copyrights, and trade secrets.
• Experience managing intellectual property portfolios and supporting patent prosecution activities in collaboration with outside counsel.
• Experience interpreting and negotiating license agreements, including provisions related to intellectual property ownership, royalty structures, milestones, sublicensing, publication rights, and commercialization obligations.
• Knowledge of licensing strategies, technology commercialization, startup formation, and entrepreneurial approaches to bringing research innovations to market.
• Understanding of regulatory pathways and commercialization challenges for biomedical products, diagnostics, medical devices, software, and other health-related technologies.
• Experience working with inventors, researchers, industry partners, venture-backed companies, or economic development organizations to advance technology commercialization.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 10% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.
