Description

We are looking for a Senior Bid Manager to lead complex tendering activities for major infrastructure projects across the UAE, with future involvement in marine and infrastructure opportunities across international markets.

Based in Dubai, you will take ownership of the full bid lifecycle, coordinating multidisciplinary teams and ensuring that technical, commercial, contractual, and operational aspects are fully aligned throughout the tender process. The role requires a combination of engineering understanding, commercial awareness, leadership, and strategic thinking.

Operating at a level comparable to project management, you will work closely with engineering, operations, commercial, and management teams to develop competitive and executable project proposals.

Your Contribution

Bid Leadership & Strategy

• Lead the complete bid process from tender review through final submission

• Define bid strategies, project positioning, and delivery approaches in collaboration with management and operational teams

• Review tender documentation, technical specifications, contractual requirements, and commercial conditions

• Develop tender execution concepts that align technical solutions with project objectives
Coordination & Stakeholder Management

• Coordinate multidisciplinary teams across engineering, estimating, planning, commercial, procurement, and operational functions

• Manage internal and external stakeholders throughout the tender development process

• Interface with clients, consultants, partners, and joint venture stakeholders during bid preparation stages

• Ensure alignment between proposed solutions and delivery capabilities
Commercial & Risk Management

• Contribute to pricing strategies, commercial positioning, and bid competitiveness

• Identify and evaluate technical, contractual, operational, and commercial risks

• Support risk mitigation strategies and bid decision-making processes

• Ensure tender submissions are commercially sound and technically robust
Proposal Development

• Coordinate preparation of technical and commercial deliverables

• Consolidate inputs from multiple disciplines into a coherent and competitive proposal

• Ensure submission requirements, schedules, and quality standards are achieved

• Support continuous improvement of tendering processes and methodologies

Your Profile

Education & Experience

• Master's degree in Civil Engineering or a related discipline

• Proven experience managing complex tenders within infrastructure, civil engineering, or marine construction environments

• Experience within a general contracting environment

• Previous experience leading multidisciplinary bid teams
Technical & Commercial Expertise

• Strong understanding of Design & Build and EPC project environments

• Familiarity with FIDIC contracts and commercial risk management

• Experience working with international project partners or joint venture structures

• Ability to balance technical, commercial, contractual, and operational considerations
Skills & Leadership

• Strong leadership and stakeholder management capabilities

• Excellent organizational and coordination skills

• Ability to manage multiple priorities and demanding tender schedules

• Strong technical insight combined with commercial judgment

• Experience engaging directly with clients during tender phases
Languages

• Fluent in French and English

• Additional languages are considered an advantage
