We are seeking a Civil Designer with experience preparing design and construction plans for transportation and municipal infrastructure projects to join our Transportation team. This position plays an important role in the planning, design, and delivery of roadway and multimodal transportation improvements that directly enhance mobility, safety, and connectivity throughout the community.
The ideal candidate will have experience using AutoCAD Civil 3D and GIS software to support roadway design, sidewalk and greenway projects, intersection improvements, traffic calming, signing and pavement marking plans, and other transportation infrastructure initiatives. Experience working with municipal or DOT standards, specifications, and construction plan preparation is highly desired.
Work is performed under the general supervision of the Assistant Director – Special Projects.

Typical Tasks
-
- Plans, designs, and creates detailed 3D digital models and full plan sets for complete streets, public utilities, municipal facilities, stormwater systems, and related infrastructure projects.
- Assists with civil engineering planning and design tasks, including estimating, scheduling, material calculations, and bid-related computations.
- Creates, modifies, and maintains transportation and municipal infrastructure assets in GIS, ensuring accuracy from site plans, as-builts, and field updates.
- Produces and updates, graphics, record drawings, legal plats, easements, and other technical documents.
- Analyzes survey data, aerial imagery, and engineering drawings to support project design, documentation, and decision-making.
- Collaborates with directors, managers, engineers, consultants, contractors and other staff in the design and development of public infrastructure projects.
- Participates in development review, project scoping meetings, committees, and task forces as needed.
- Operates large-format printing/scanning equipment and maintain documentation of workflows and procedures.
- Performs other job-related tasks as required.

Knowledge, Skills and Abilities

- Strong capability with Civil 3D, ArcGIS Pro, ArcGIS Online.
- Proficient with Survey 123, Collector, and other ESRI apps.
- Skill with scripting languages such as Python, Arcade, VBScript, Jscript.
- Ability to read and interpret construction, record, and plat drawings.
- Working knowledge of asset management systems
- Ability to communicate effectively, both verbally and in writing.
- Ability to research and apply principals of critical thinking and analysis
- Proficient with modern office technology and programs like Microsoft Office and Salesforce.
- Ability to work both independently as well as part of a team.
- Ability to organize and prioritize work, coordinate deadlines, and monitor work performed.
- Understands best practices, trends, and emerging technologies in the Civil Design and GIS industries.
- General knowledge of customer service principles.
- Ability to provide consultation and serve as a program liaison and subject matter expert.
- Ability to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- Ability to communicate with the public and form/maintain effective working relationships with coworkers and supervisors.

Education and Experience
Requires any combination of education and experience equivalent to graduation from an accredited four-year college or university with a bachelor's degree in Civil/Environmental Engineering Technology, Geography/Geospatial (GIS), Computer Science, or a related field, AND a minimum of 3 years of experience in working with Geographic Information Systems (GIS) software.
Preference will be given to candidates who possess any of the following:
- Some experience in the creation of graphics with output to various forms including digital, web, and paper.
- Some experience with management of multiple geospatial datasets(Civil 3D, ArcGIS Pro, ArcGIS Online, etc.).
Physical Requirements
Work in this class is generally inside and sedentary. An employee must be able to move throughout town facilities freely to perform or observe work. An employee must have such visual acuity as to be able to make fine drawings, read and write handwritten and typewritten material, and be able to read a computer screen. An employee in this class must be able to talk and hear in order to be able to respond to the public and other employees.
Conditions of Employment
Requires a valid driver's license with an acceptable driving record.
Requires drug testing and background check (which may include criminal history check, SBI fingerprinting, motor vehicle records check, education verification and credit history review) and satisfactory reference checks prior to employment.
