DIRECTOR OF PERSONNEL POLICIES & UTILIZATION
DEPARTMENT OF FLEET AND FACILITY MANAGEMENT (2FM)
Bureau of Human Resources
Number of Positions: 1 Full Time
(Additional vacancies possible pending budget approval)
Grade: BX-18: Starting Salary: $89,112

Under direction, manages all personnel functions and activities for an operating department including payroll administration and timekeeping, labor contract administration and performs related duties as required
ESSENTIAL DUTIES
• Directs staff responsible for coordinating the processing personnel and payroll functions.
• Establishes and adheres to work priorities.
• Creates reports for management review of personnel and payroll activity.
• Coordinates, develops and interprets personnel policies and procedures.
• Directs staff responsible for coordinating the employment/hiring process, processing personnel actions and payrolls, and the return to work and leave of absence programs.
• Develops and interprets personnel policies and procedures and monitors their proper implementation.
• Coordinates and administers benefits administration activities including the review and processing of requests for paid and unpaid leaves of absence (e.g., FMLA, duty disability, parental).
• Directs internal human resources records management and information services processing functions to ensure proper maintenance of employee records.
• Assists departmental managers and supervisors in developing performance standards for employee performance evaluations.
• Assists departmental managers/supervisors in developing performance standards for EPMPs.
• Advises departmental management on issues pertaining to labor contracts to ensure the department's compliance with terms of respective collective bargaining agreements.
• When necessary, will serve as the liaison between the department and union representatives on matters relative to collective bargaining issues, employee grievances and complaints, and advises management on unions' concerns when necessary.
Additional duties may be required for this position.
Location: 2 North LaSalle Street, Ste 200
Hours: Monday - Friday; 8:30 am - 4:30 pm or 9:00 am - 5:00 pm
THIS POSITION IS EXEMPT FROM CAREER SERVICE.
Qualifications
MINIMUM QUALIFICATIONS
• Nine (9) years of professional human resources work experience, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
• Graduation from an accredited college with an Associate's degree in Human Resource Management, Business Administration, or a directly related field, plus seven (7) years of experience, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
• Graduation from an accredited college or university with a Bachelor's degree in Human Resources Management, Business Administration or a directly related field, plus five (5) years of professional human resources experience, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
• Graduation from an accredited college or university with a Master's degree in Human Resource Management, Business Administration, or a directly related field, plus four (4) years of experience, of which two (2) years are in a supervisory role related to the responsibilities of the position

SELECTION REQUIREMENTS
This position requires an applicant to successfully complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
