ORGANIZATIONAL CHANGE MANAGEMENT LEAD

Annual Starting Salary $97,836

Oversee the formulation and structural implementation of the organizational change management functions with the Department of Technology and Innovation.
This role is responsible for overseeing the identification, prioritization, and delivery of work activities, coaching and developing employees, providing thought leadership to business partners, and shaping and executing the technology vision and strategy to maximize business values.
ESSENTIAL DUTIES
• Leads organizational readiness and oversight of all organizational change management project team activities across integrated, cross-functional teams.
• Oversee staff and participate in the design, development, and implementation of change management strategies, plans and roadmaps to support the City's IT vision, strategy, and initiatives and oversee the prioritization of change initiatives.
• Manages communication and stakeholder engagement arm of the planning and strategy functions of the IT division for guiding both IT and department stakeholders through organizational transformations.
• Ensures timely and high-quality organizational change management (OCM) deliverables of the team.
• Manage resolution of potential organizational obstacles.
• Works with internal teams to ensure that new design and technology concepts are being appropriately and effectively communicated to audiences impacted by the change.
• Establish OCM practices for the department based on industry-standard methodologies and ensure they are incorporated into IT training content, content development and other departmental communications.
• Identifies and anticipates organizational challenges and/or resistance, assesses impacts, and develops risk mitigation plan.
• Develops and maintains a strong working relationship with a variety of stakeholders.
• Facilitate meetings and deliver presentations for senior executive staff.
• Completes performance appraisals for subordinate staff, administers disciplinary functions, and approves staff time off requests.
• Collaborates closely with cross-functional teams, both IT and non-IT stakeholders, serves as a bridge between technology and people.
• Develop and manage consistent, timely and audience appropriate communication strategies to ensure external stakeholders are informed, engaged and aligned throughout program and project lifecycles.
• Serves as the primary liaison for department-level communications, coordinating messaging, materials and engagement efforts with external partners to support transparency, change adoption and cross-organizational collaboration.

Qualifications
Eight (8) years of work experience in Organizational Change Management, Behavioral Economics, Communication, or Organizational Psychology.
OR
Graduation from an accredited college or university with an Associate's degree, PLUS six (6) years of work experience in Organizational Change Management, Behavioral Economics, Communication, or Organizational Psychology.
OR
Graduation from an accredited college or university with a Bachelor's degree, PLUS four (4) years of work experience in Organizational Change Management, Behavioral Economics, Communication, or Organizational Psychology.
OR
Graduation from an accredited college or university with a Master's degree or higher, PLUS three (3) years of work experience in Organizational Change Management, Behavioral Economics, Communication, or Organizational Psychology.
